2) National standards for social policy and the governance of interprovincial trade should be administered through agreements among the provinces, exactly as though the provinces were sovereign states. One way or another, the provinces would be entrusted to provide Canada with the uniform standards that could not hitherto be provided by the federal government or by agreement among the provinces.
