General Statistical Business Process Model

Statistical business process is variously designed and implemented in different organizations. This makes it difficult to exchange the knowledge, benefit from the good practices and the cooperation between national and international organizations. In order to solve this problem and help statistical organizations discuss developing statistical metadata systems, General Statistical Business Process Model was introduced by the United Nations Economic Commission for Europe (UNECE). The GSBPM is comprised of three levels: the statistical business process (level 0), eight phases of the statistical business process (level 1) and the sub-processes within each phase (level 2). The 8 phases are: Specify Needs, Design, Build, Collect, Process, Analyze, Disseminate and Evaluate. In this article, the structure of the model, all the phases and sub-processes are fully described. Next, some countries' approach to the application of GSBPM is presented. At the end, by concentrating on 6 phase statistical surveys of SCI, there is a comparison between theses phases and GSBPM phases and sub-processes
