راهبرد برنامۀ عمرانی سوم (1341-1346) برای اشتغال مهاجران از روستاها

Abstract:

هدف: راهبرد برنامۀ عمرانی سوم برای اشتغال مهاجران روستایی ازطریق سرمایه‌گذاری‌های صنعتی در شهرهای بزرگ معرفی و سبب ناکامی آن توضیح داده می‌شود. روش/ رویکرد پژوهش: داده‌های این مقاله از مدارک آرشیوی و منابع کتابخانه‌ای گردآوری و تحلیل شده‌است. یافته‌ها و نتیجه‌گیری: دَرپیِ اصلاحات ارضی در دهۀ 1340، مهاجرت روستاییان به شهرها به‌شکل اصلی مهاجرت در ایران تبدیل شد. با افزایش درآمد دولت از محل فروش نفت در این سال‌ها، برنامه‌های عمرانی به اهرم اصلی دولت برای سامان‌دادن به اقتصاد کشور تبدیل شدند. برنامۀ عمرانی سوم (1341-1346) هم‌زمان با اجرای اصلاحات ارضی اجرا شد. راهبرد برنامه عمرانی سوم دولت (1341-1346)، ایجاد فرصت‌های شغلی برای اضافه‌جمعیت روستایی و جذب آن‌ها در اقتصاد شهری بود. قرار بود این کار با سرمایه‌گذاری صنعتی بیشتر در شهرها انجام شود؛ ولی در این برنامه پیش‌بینی نشده بود که قسمت اعظم نیروی فعال جویای کار کارگران ساده و فاقد مهارت لازم برای کار در بخش صنعتی‌اند. درنتیجه این صنایع سرمایه‌بر که اساساً هم به مواد خام خارجی متکی بودند، در ایجاد فرصت‌های شغلی مناسب کارآمد نبودند. روند تشکیل سرمایۀ ثابت در صنایع ایران طی دهه‌های چهل و پنجاه شمسی نشان می‌دهد که راهبرد برنامۀ عمرانی سوم برای تأمین اشتغال مهاجران روستایی به تأسیس صنایع سرمایه‌بر در کشور انجامید. این صنایع ظرفیتی محدود در ایجاد اشتغال داشتند و نیازمند مهارت‌های تخصصی بودند که بیشترِ مهاجران روستایی آن دوره فاقد آن بودند.
