ارزیابی عملکرد منابع انسانی بانک‌ها بر اساس روش‌های DEA وFuzzy DEA

Abstract:

امروزه نظام بانکداری کشور با توجه به موضوع پیوستن به سازمان تجارت جهانی با چالش‌های جدیدی همچون ورود بانک‌های خارجی، شروع به کار بانک‌های خصوصی و افزایش فعالیت‌های مؤسسه‌های مالی و اعتباری روبه‌روست، بنابراین بانک‌های کشور برای بقا و رقابت در این محیط پویا، نیاز دارند که به وضعیت منابع انسانی خود که از ارکان اصلی آنها است، توجه بیشتری کنند؛ چرا که عملکرد منابع انسانی هر سازمان است که می‌تواند باعث بقا و یا نابودی آن سازمان شود. بنابراین در این مقاله به بررسی عوامل مؤثر بر ارزیابی عملکرد منابع انسانی پرداخته شده است و سپس با استفاده از روش تحلیل پوششی داده‌ها (DEA) که از روش‌های متداول ارزیابی عملکرد در زمینه‌های مختلف است، کارآیی، رتبه، مقادیر مازاد شاخص‌های ورودی، مقادیر کمبود شاخص‌های خروجی و شاخص‌های بحرانی شعب بانک مورد مطالعه مشخص شده است. با توجه به این مطلب که بسیاری از شاخص‌های ارزیابی عملکرد کارکنان بر پایه داده‌های کیفی هستند، با استفاده از روش DEA Fuzzy عدم قطعیتی که در مورد شاخص‌های کیفی وجود دارد، در مدل وارد شده و سپس کارآیی و رتبه‌بندی شعب مشخص شده است. برای مقایسه نتایج رتبه‌بندی واحدها از دو روشDEA ( قطعی) و DEA Fuzzy (فازی) از مقادیر همبستگی اسپیرمن استفاده شده است که این مقادیر در مورد شعب بانک مورد مطالعه، حاکی از تصدیق و تعیین اعتبار نتایج روش DEA ( قطعی) بر اساس روش DEA Fuzzy (فازی) است. الگوهای ارائه‌شده در این مقاله، می‌تواند برای رتبه‌بندی، بررسی نقاط ضعف و قوت عملکرد منابع انسانی و ارائه راهکارهای بهینه در زمینه عملکرد منابع انسانی در همه شعب بانک‌ها مورد استفاده قرار گیرد.
