The study was conducted in response to a request by the Western Interstate Energy Board (an arm of the Western Governors Association), who are interested in supporting coordination of regional electric infrastructure, including assessing factors that could significantly affect the region's future generation mix, demand-side resources, and transmission system infrastructure needs.
