Confidentiality and Disclosure Limitation
نویسنده
چکیده
confidentiality Broadly, a quality or condition accorded to statistical information as an obligation not to transmit that information to an unauthorized party. contingency table A cross-classified table of counts according to two or more categorical variables. data masking The disclosure limitation process of transforming a data set when there is a specific functional relationship (possibly stochastic) between the masked values and the original data. disclosure The inappropriate attribution of information to a data provider, whether it be an individual or organization. disclosure limitation The broad array of methods used to protect confidentiality of statistical data. perturbation An approach to data masking in which the transformation involves random perturbations of the original data, either through the addition of noise or via some form of restricted randomization. privacy In the context of data, usually the right of individuals to control the dissemination of information about themselves.

The Bureau of Transportation Statistics’ Statistical Disclosure Limitation Method for Tabular Data: a Review
Overview The United States Department of Transportation’s Bureau of Transportation Statistics (BTS) is developing its confidentiality policy which is based on its legislative mandate (49 U.S.C. 111(i)) to protect individually identifiable information. Because the field of statistical disclosure limitation (SDL) research is still evolving, BTS wants to take advantage of the latest SDL research i...
متن کاملStatistical Disclosure Limitation For Data Access
Definition Statistical Disclosure Limitation refers to the broad array of methods used to protect confidentiality of statistical data, i.e., fulfilling an obligation to data providers or respondents not to transmit their information to an unauthorized party. Data Access refers to complementary obligations of statistical agencies and others to provide information for statistical purposes without...
متن کاملAdditive noise and multiplicative bias as disclosure limitation techniques for continuous microdata: A simulation study
This paper focuses on a combination of two disclosure limitation techniques, additive noise and multiplicative bias, and studies their efficacy in protecting confidentiality of continuous microdata. A Bayesian intruder model is extensively simulated in order to assess the performance of these disclosure limitation techniques as a function of key parameters like the variability amongst profiles ...
متن کاملStatistical Disclosure Limitation with Released Marginals and Conditionals for Contingency Tables
The goal of statistical disclosure limitation is to develop methods and tools that while preserving confidentiality can provide access to useful statistical data, not just a few numbers. In this paper we consider releases from contingency tables in the form of marginal counts and observed conditional frequencies. We link data utility to log-linear models, and evaluation of disclosure risk to bo...
متن کاملMaking the Release of Confidential Data from Multi-Way Tables Count
tatistical disclosure limitation (SDL) and confidentiality have often been shrouded with a nonstatisti-cal veil and the methodology for protecting confidential data has produced problematic outcomes for research data users. Here we describe one possible statistical approach to SDL for data in the form of multidimensional contingency tables that illustrates the following points: • For categorica...
