The curse of the middle-skilled workers

چکیده
This paper is devoted to optimal income taxation in an open economy. It examines the consequences of the increasing mobility of high skilled workers between developed countries. We focus on a world consisting of two countries, a redistributive country and a laissez-faire country. We rst look into the rst-best optimal tax scheme when emigration of every agent is prevented. We prove that, under the optimal solution, there is a curse of the middle-skilled workers for every social welfare function with a nite aversion to income inequality. Then, we examine if it is always socially optimal to prevent high skilled emigration. Two social criteria are distinguished when emigration actually occurs. In the national criterion, the social objective depends on the welfare of every national. In the resident criterion, it depends on the welfare of every resident. It is proved that, under the national criterion, it is always socially optimal to prevent high-skilled emigration whilst, under the resident criterion, there are cases in which emigration of the highest skilled individuals is socially optimal.

Assembly line balancing problem with skilled and unskilled workers: The advantages of considering multi-manned workstations
This paper address a special class of generalized assembly line balancing in which it is assumed that there are two groups of workers: skilled and unskilled ones. The skilled workers are hired permanently while the unskilled ones can be hired temporarily in order to meet the seasonal demands. It is also assumed that more than one worker may be assigned to each workstation. To show the adv...
متن کاملThe Curse of Wealth – Middle Eastern Countries Need to Address the Rapidly Rising Burden of Diabetes
The energy boom of the last decade has led to rapidly increasing wealth in the Middle East, particularly in the oil and gas-rich Gulf Cooperation Council (GCC) countries. This exceptional growth in prosperity has brought with it rapid changes in lifestyles that have resulted in a significant rise in chronic disease. In particular the number of people diagnosed with diabetes has increased dramat...
متن کاملAddressing Diabetes at the Crossroads of Global Pandemic and Regional Culture Comment on “The Curse of Wealth – Middle Eastern Countries Need to Address the Rapidly Rising Burden of Diabetes”
As diabetes and obesity rates continue to climb at astronomical rates in the Middle East, future generationsare at an even greater risk for diabetes and the associated complications. Many factors are at play and it isclear that creative solutions are needed to retool provider resources in the Middle East towards preventionof diabetes and its complications while leveraging technology to maximize...
متن کاملThis Job is ‘Getting Old:’ Measuring Changes in Job Opportunities using Occupational Age Structure
In both the U.S. and the OECD, highand low-paying occupations expanded relative to middle-wage occupations during the 1990s and 2000s. We explore changes in the age structure of occupations as a means to analyze the reallocation of workers from middleskill occupations towards the tails of the distribution. We posit that occupations typically expand by hiring young workers and contract by curtai...
متن کاملA Multi-Objective Particle Swarm Optimization for Mixed-Model Assembly Line Balancing with Different Skilled Workers
This paper presents a multi-objective Particle Swarm Optimization (PSO) algorithm for worker assignment and mixed-model assembly line balancing problem when task times depend on the worker’s skill level. The objectives of this model are minimization of the number of stations (equivalent to the maximization of the weighted line efficiency), minimization of the weighted smoothness index and minim...
