چکیده
Abstract Frame Rate Up-Conversion is a post-processing tool employed at the decoder side of video transmission systems and works with the information available at the decoder. In this report, we propose a new algorithm that is based on state-of-the-art techniques. The algorithm implemented has been designed to apply the motion compensation techniques of the digital video coding standard H.264. The main characteristic that distinguishes the implementation to existing techniques is the Non-Regular Block partition and the degree of sub-pixel accuracy. A Neighbourhood Coherence tool is employed with the purpose of minimizing blocking artifacts. The system has been developed with the intent to obtain a low complexity technique that allows the system to be applied in real time environments. Experimental results show that the resulting quality outperforms state-of-the-art techniques.

Low-Bitrate Video Quality Enhancement by Frame Rate Up-Conversion and Adaptive Frame Encoding
Frame rate up-conversion (FRUC) is a useful technique for a lot of practical applications, such as display format conversion, low bitrate video coding and slow motion playback. Unlike traditional approaches, such as frame repetition or linear frame interpolation, motion-compensated frame interpolation (MCFI) technique which takes block motion into account is regarded as a more efficient scheme....

متن کاملAn Effective Error-Resilient Coding for H.264 Video
The transmission errors in H.264 may propagate in the temporal direction. Errors in intra-coded picture (I-frame) will propagate into the associated P-B frame if they are in the same Group Of Picture (GOP). Therefore it is important to detect errors in the I-frame rather than in the P-B frame. This paper proposes and demonstrates an effective technique of Error-Resilient Coding based on bit-err...

متن کاملMotion Compensated Frame Rate Up-Conversion for Low Frame Rate Video
Frame rate up-conversion is useful for low frame rate pictures such as movie. In case of conversion, basic motion compensation causes gap at covered area and uncovered area. To avoid the gap, we propose the motion compensation centered at the position of target. Fully motion compensated interpolation is possible in this method. To realize this, error normalizing by block activity is used for mo...
