Climate Change Policies

چکیده
Federal action addressing climate change is likely to emerge either through new legislation or via the U.S. EPA’s authority under the Clean Air Act. The prospect of federal action raises important questions regarding the interconnections between federal efforts and state-level climate policy developments. In the presence of federal policies, to what extent will state efforts be costeffective? How does the co-existence of stateand federal-level policies affect the ability of state efforts to achieve emissions reductions? This paper addresses these questions. We find that state-level policy in the presence of a federal policy can be beneficial or problematic, depending on the nature of the overlap between the two systems, the relative stringency of the efforts, and the types of policy instruments engaged. When the federal policy sets limits on aggregate emissions quantities, or allows manufacturers or facilities to average performance across states, the emission reductions accomplished by a subset of U.S. states may reduce pressure on the constraints posed by the federal policy, thereby freeing facilities or manufacturers to increase emissions in other states. This leads to serious “emissions leakage” and a loss of cost-effectiveness at the national level. In contrast, when the federal policy sets prices for emissions or does not allow manufactures to average performance across states, these difficulties are usually avoided. Even in circumstances involving problematic interactions, there may be other attractions of state-level climate policy. We evaluate a number of arguments that have been made to support state-level climate policy in the presence of federal policies, even when problematic interactions arise. Prediction of Climate Change Induced Hydrogeomorphology by using SDSM in CAN Watershed
Climate change is one of the most important challenges that has affected various parts of human life on Earth. In the present study, in order to investigate the climate change, three synoptic stations of Karaj, Mehrabad and Dashan Tepeh with the help of the statistical statistic downscaling model (SDSM) model were used to predict the statistical period of 2016-2045. Finally, the effects of clim...
متن کاملPROJECTIONS AND UNCERTAINTIES ABOUT CLIMATE CHANGE IN AN ERA OF MINIMAL CLIMATE POLICIES By
Climate change remains one of the major international environmental challenges facing nations. Yet nations have to date taken minimal policies to slow climate change. Moreover, there has been no major improvement in emissions trends as of the latest data. The current study uses the updated DICE model to present new projections and the impacts of alternative climate policies. It also presents a ...
متن کاملA Municipal ‘Climate Revolution’? The Shaping of Municipal Climate Change Policies
Two research questions structure this article: 1) what climate change policies have been formulated by Danish municipalities? and 2) why is there such a huge variation in the scope and ambition of these policies? In answering the first question it is demonstrated that climate change action plans have been developed and integrated into many Danish local governments' plans as a result of climate ...
متن کاملReflections on the uptake of climate change policies by local governments: facing the challenges of mitigation and adaptation
Background: There is a growing body of literature that examines the role of local governments in addressing climate change vis-à-vis mitigation and adaptation. Although it appears that climate change mitigation strategies in particular those addressing energy issues are being adopted by a large majority of local governments, this cannot be said of climate change adaptation. This paper explores ...

Subnational governments play a key role responding to climate change risks in terms of policy strategies and instruments. This article analyzes how Brazilian municipal and state governments have developed and implemented public policies to mitigate and to adapt to climate change risks. We surveyed all cities’ and states’ climate policies within the country. The methodological approach includes ...
متن کاملA framework to guide thinking and analysis regarding climate change policies.
The potential impacts from climate change, and climate change policies, are massive. Careful thinking about what we want climate change policies to achieve is a crucial first step for analysts to help governments make wise policy choices to address these concerns. This article presents an adaptive framework to help guide comparative analysis of climate change policies. The framework recognizes ...
