Toll Roads in the Countryside: A Road Pricing System of Chinese Character- istics?

چکیده
This paper investigates the impact of road tolling in rural China. The country's lack of capital for transport development has made tolls a common place. Toll roads have been established in both urban and rural areas. Examining the interactions between peasants and rural markets in a county in Guangdong province, this study demonstrated road tolling has restricted people's choice of market venues by blocking the free movement of people between towns. Indeed, road tolling has delayed economic benefits that created by transport improvements. Toll Roads in the Countryside: A Road Pricing System of Chinese Characteristics? The solutions used to solve bi-level congestion pricing problems are usually based on heuristic network optimization methods which may not be able to find the best solution for these type of problems. The application of meta-heuristic methods can be seen as viable alternative solutions but so far, it has not received enough attention by researchers in this field. Therefore, the objective of thi...

متن کاملRoad Pricing and Compensation for Delay
The equity issues facing congestion pricing are an impediment to its adoption. A criticism that gets very little attention is that not only does a toll road enable some to buy their way out of congestion, under certain circumstances such as a queue jumper, they do so at the expense of others that is, they may make others wait longer so that they can avoid delay, in both cases of take-away capac...
متن کاملRoad Pricing Simulations: Traffic, Land Use and Welfare Impacts for Austin, Texas
This paper explores the traffic, land use and welfare impacts of road pricing in the Austin region, introducing planned toll roads, implementing marginal cost pricing (MCP) on main roads, applying tolls to existing bridges, and instituting a downtown tolled cordon. Different toll scenarios are examined, including fixed versus variable tolling, and tolls based on time of day, traffic, and travel...
