Inequality and Support for Restributive Policy: One World of Post-Communism, Two Worlds of Western Capitalism

This paper deals with attitudes towards inequality by comparing a number of post-communist and western capitalist societies. The data are from the International Social Survey Programme (ISSP) of 1992. As a first step, basic differences in attitudes are described. In comparison East Europeans perceive on average slightly more distributional conflicts, criticize income differences more strongly and show much more support for interventionist principles. As a second step the influence of real income inequalities on these opinions is explored. While each time the correlations are positive for the New Democracies (e.g. support for redistributive policy tends to be higher in countries with a high level of inequality), different patterns occur in the West. Egalitarian policies are less in demand in the Anglo-Saxon countries, despite rather uneven income distribution. Hence there seems to exist a (still) rather similar ethos of equality in the post-communist countries, but different ..ideologies" in the West. Compared to data of 1987, these cross-cultural variations are very stable. INEQUALITY AND REDISTRIBUTION
