At the Lisbon European Council held on March 23 and 24, 2000, a goal was set for the European Union "to become the most competitive and dynamic knowledge-driven economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion." The eLearning initiative proposed by the Commission of the European Communities to attain the goals set by the Lisbon European Council is designed to mobilize the education and training communities, along with the economic, social and cultural players concerned, to enable Europe to catch up and accelerate the introduction of the knowledge-based society. The first section of this paper outlines reasons why Europe must act quickly in integrating technology use at all levels of education, training and research. The second section outlines European objectives for infrastructures, for increasing people's level of knowledge, and for adapting education and training systems to the knowledge-based society. The third section outlines the four main lines of action on which the eLearning initiative is based. The fourth section focuses on the framework for implementation of eLearning.
