Economic characteristics and management challenges of the Hawaii pelagic longline fisheries_ Will a catch share program help?

چکیده

To date, none of the fisheries in the U.S. Pacific Islands Region is managed under a catch share program. In light of the NOAA policy to encourage the use of catch shares as a fishery management tool, the Western Pacific Fishery Management Council (WPFMC) listed six commercial fisheries, including the Hawaii pelagic longline fishery, the largest in the region, as potential candidates for catch share programs. This study examines the baseline economic characteristics and the main challenges facing the Hawaii pelagic longline fishery and evaluates the impact of these on the desirability and feasibility of a catch share program for this particular fishery. & 2013 Published by Elsevier Ltd.

Evolving Fisheries: Today’s Bycatch is Tomorrow’s Target Catch Escolar (Lepidocybium flavobrunneum) Catch in the U.S. Pelagic Longline Fishery

Wildlife and fisheries management are based upon economics: the law of supply and demand controls the direction of commercial fisheries. In the U.S. pelagic longline fishery, one example of a bycatch species that has received little research attention because of its lower economic value is the escolar (Lepidocybium flavobrunneum). Given its importance as a secondary market species, the main obj...

Risk Factors for Seabird Bycatch in a Pelagic Longline Tuna Fishery

Capture in global pelagic longline fisheries threatens the viability of some seabird populations. The Hawaii longline tuna fishery annually catches hundreds of seabirds, primarily Laysan (Phoebastria immutabilis) and black-footed (P. nigripes) albatrosses. Since seabird regulations were introduced in 2001, the seabird catch rate has declined 74%. However, over the past decade, seabird catch lev...

Climate-induced primary productivity change and fishing impacts on the Central North Pacific ecosystem and Hawaii-based pelagic longline fishery

An existing Ecopath with Ecosim (EwE) model for the Central North Pacific was updated and modified to focus on the area used by the Hawaii-based pelagic longline fishery. The EwE model was combined with output from a coupled NOAA Geophysical Fluid Dynamics Laboratory climate and biogeochemical model to investigate the likely ecosystem impacts of fishing and climate-induced primary productivity ...

Regulatory Impact Analysis for Pelagic Fishery Management in Hawaii: A Spatially Disaggregated Nonlinear Programming Model

A major challenge confronting pelagic fisheries management in Hawaii is to simultaneously achieve two different and possibly conflicting objectives: conserving protected species (sea turtles and sea birds) while maintaining a viable fishery. To illustrate the difficulty of achieving these objectives, recent regulatory policy—the prohibition of all shallow longline sets (that primarily target sw...

Tuna Longline Fishing around West and Central Pacific Seamounts

BACKGROUND Seamounts have been identified as aggregating locations for pelagic biodiversity including tuna; however the topography and prevailing oceanography differ between seamounts and not all are important for tuna. Although a relatively common feature in oceanic ecosystems, little information is available that identifies those that are biologically important. Improved knowledge offers oppo...
