Pollution Permits, Green Taxes, and the Environmental Poverty Trap

چکیده
We compare pollution permits and green taxes in a unified overlapping generations model with endogenous longevity. The model identifies pollution permits as a potential source of multiple equilibria. One nontrivial equilibrium is an environmental poverty trap (EPT) with low capital and a high stock of pollution. An economy operating around the equilibrium will gravitate toward this equilibrium in the long run. The other nontrivial equilibrium is a desirable one with high capital and a low stock of pollution. A saddle path leads to this desirable equilibrium. Alternatively, green taxes produce a unique stable equilibrium that avoids the EPT. Our conclusion is that developing countries can continue to consider pollution permits as an efficient mechanism to improve environmental conditions but proceed with caution given the possibility of being drawn into an EPT. * Department of Economics, University of Wyoming, 1000 E. Simulating green tax effects on pollution reduction, mortality and morbidity costs in Iran
The direct association between air pollution and morbidity and mortality rates has been proved. This major environmental risk factor has been mainly due to extensive use of fossil fuels. Increasing pollution caused by fossil fuels can threaten human health. This study simulated the effect of green taxes on Iran’s health indicators, i.e., mortality and morbidity. We used a Computable General Equ...
متن کاملGreen tax effect on Iran’s health sector: A general equilibrium approach
Despite positive aspects of energy consumption, their negative externalities i.e., environmental pollutions, are considerable. Green taxes, paid for products and services that are not environmentally friendly, are recommended as an efficient way of improving health indices. Since, Iran is among the countries with high per capita consumption of energy, pollution can be a kind of threat. In this ...
متن کاملSimulation and prediction of the green tax effect on energy consumption and intensity in Iran using a genetic algorithm
Taxation as one of the safest ways of government financing has always been one of the financial tools of the government along with public sector expenses to achieve government objectives, and since the world's largest environmental damage is due to energy consumption, imposing environmental taxes on energy consumption can reduce the amount of environmental damage. Therefore, considering the ...
متن کاملEnvironmental Policy Making in a Second-best Setting
This paper uses analytically tractable and numerically solved general equilibrium models to examine the significance of pre-existing distortions in factor markets for revenueneutral environmental tax reforms and for various policies involving pollution quotas and permits. Results indicate that pre-existing factor taxes generally raise the costs of these environmental policies. This reflects a t...

The establishment of new environmental regulation, such as emissions taxes and tradable pollution permit markets, create rents that can be captured through a process of socially wasteful rent seeking. In this paper, we create a framework that compares social welfare under alternative market-based environmental policy instruments when agents lobby for the contestable rent. We show revenue raisin...
