Cost-benefit analysis of airport security: Are airports too safe?
نویسندگان
چکیده
This paper assesses the risks and cost-effectiveness of measures designed to further protect airport terminals and associated facilities such as car parks from terrorist attack in the U.S., Europe, and the AsiaPacific area. The analysis considers threat likelihood, the cost of security measures, hazard likelihood, risk reduction and expected losses to compare the costs and benefits of security measures to decide the optimal security measures to airports. Monte-Carlo simulation methods were used to propagate hazard likelihood, risk reduction and loss uncertainties in the calculation of net benefits that also allows probability of cost-effectiveness to be calculated. It is found that attack probabilities had to be much higher than currently observed to justify additional protective measures. Overall, then, it is questionable whether special efforts to further protect airports are sensible expenditures. Indeed, some relaxation of the measures already in place may well be justified. 2013 Elsevier Ltd. All rights reserved.

A risk and cost–benefit analysis of police counter-terrorism operations at Australian airports
Recent events have highlighted the vulnerabilities of airports and aircraft to terrorist attack, and has led to an increased police presence at many airports. Airport policing is designed to protect airport terminals and aircraft from terrorist attack. This paper assesses the risks and cost-effectiveness of Australian Federal Police (AFP) airport counter-terrorism (CT) policing at Australian ai...
متن کاملAirport Security Versus Patient Security: The “Sickurity” Problem
The massive restrain security measurements at the airports very much impress the health status of the healthy and sick passengers alike. The security check is undisputedly a harassment – the confiscation of fluids, the limited movement on the airplane results in a stressful situation and put a harmful effect on healthy traveler and an even more harmful one on the sick. This kind of problem coul...
متن کاملPrivatization, regulation and airport pricing: an empirical analysis for Europe
This paper examines factors determining airport charges. Using data for 100 large airports in Europe, we find that they charge higher prices when they move more passengers. Additionally, competition from other transport modes and nearby airports imposes some discipline on the pricing behavior of airports. Low-cost carriers and airlines with a high market share seem to have a stronger countervai...
متن کاملTackling Uncertainty in Airport Design: A Real Options Approach by Richard-Duane Chambers Bachelor of Science, Aerospace Engineering
The airport industry is changing. Once understood as stand-alone public infrastructures, many modern airports now operate within privatized multi-airport systems and contend with previously unknown competitive pressures. As a result, many of the same airports which once enjoyed natural monopolies and government protections must now compete with secondary facilities both for airline patronage an...
متن کاملLow-Cost Airports for Low-Cost Airlines: Flexible Design to Manage the Risks
Airport planning is shifting from the traditional pattern driven by long-term point forecasts, high standards, and established clients to that of recognizing great forecast uncertainty, many standards and changeable clients. This is a consequence of economic deregulation of aviation and the rise of lowcost airlines. Low-cost airlines are becoming significant factors in airport planning. Their r...
