Course of Action Analysis for Coalition Operations

چکیده
A prototype Decision Support System for Coalition Operations (DSCCO) is being developed by SPAWAR Systems Center – San Diego to support the Operations Planning Team (OPT) of the Commander in Chief, United States Pacific Command. The goal of DSCCO is to apply and integrate organizational design concepts and decision support technologies in planning and executing multi-national coalition operations. Within DSSCO, there is a module based on CAESAR II focused on the analysis of alternative Courses of Action (COAs). The capabilities of DSSCO and the CAESAR II / COA module were demonstrated in November 2000 at USCINCPAC. Subject matter expects (SMEs) collaborated in a distributed manner in developing the structure (the relationships between causes and effects) and the data of an Influence Net model representing a key outcome in a hypothetical military operation other than war (MOOTW) in a South Pacific scenario. The influence net was implemented in the CAESAR II / COA module, and sensitivity analysis was used to determine which actions could contribute substantially in achieving the desired effects. Those selected actions formed the basis for the construction of COAs, namely, time-phased sequences of these events. The CAESAR II / COA module was used to illustrate the impact of time-coordinated actions of the coalition partners to the decisionmakers.

Continuity in Dynamic Coalition Operations
The combination of participating organizations in a coalition operation often changes over time; the coalition is dynamic and evolves over the course of its mission. A given organization may participate in the coalition only at the stage where its expertise or resources are most needed, while other organizations may participate through the entire course of the operation. As these are independen...

This paper describes a new technique for interactive planning for coalition operations under conditions of uncertainty. Our approach is based on the use of the Air Force Research Laboratory’s Causal Analysis Tool (CAT), a system for creating and analyzing causal models similar to Bayesian networks. متن کاملChallenges Facing Global Health Networks: The NCD Alliance Experience; Comment on “Four Challenges that Global Health Networks Face”
Successful prevention and control of the epidemic of noncommunicable diseases (NCDs) cannot be achieved by the health sector alone: a wide range of organisations from multiple sectors and across government must also be involved. This requires a new, inclusive approach to advocacy and to coordinating, convening and catalysing action across civil society, best achieved by a broad-based network. T...
متن کاملA Synergy Coalition Group based Dynamic Programming Algorithm for Coalition Formation
Coalition formation in characteristic function games entails agents partitioning themselves into a coalition structure and assigning the numeric rewards of each coalition via a payoff vector. Various coalition structure generation algorithms have been proposed that guarantee that an optimal coalition structure is found. We present the Synergy Coalition Group-based Dynamic Programming (SCGDP) al...
متن کاملIssues and Considerations in Distributed Simulation of Coalition Network Centric Operations
Coalition network-centric operations are a crucial component of future military operations but their success and efficiency is by no means guaranteed and simulation is one powerful technique for assuring this success. The challenges of coalition operations that simulation can address spring from a number of sources, including differences in equipment, differences in training, and differences in...
