Simple Labor Income Tax Systems with Endogenous Employment Contracts

چکیده
In this paper, we use an anonymous and time-invariant progressive labor income tax system to implement the constrained social optimum in a setting where workers privately experience both persistent ability shocks and transient productivity shocks. We propose a framework to capture the interplay between welfare policies and firms’ contractual choices. In particular, we use the tax system to achieve two goals: directly, to redistribute the life-cycle income between workers of different ability types; indirectly, to induce firms to absorb transient productivity shocks through efficiency wage contracts. ∗Department of Economics, Washington University in St. Louis. DISCUSSION PAPERS IN STATISTICS AND ECONOMETRICS SEMINAR OF ECONOMIC AND SOCIAL STATISTICS UNIVERSITY OF COLOGNE No. 1/00 Efficiency and Distribution Effects of a Revenue-neutral Income Tax Reform in Germany
We study the quantitative effects of German income tax reform proposals in a general equilibrium model with elastic labor supply. Agents are heterogenous with regard to their productivity and their assets. Two tax reform proposals are considered: i) a flatrate tax and ii) a consumption tax. Total government expenditures are assumed to remain constant. The model is calibrated with regard to the ...
متن کاملLabor Tax Reform and Equilibrium Unemployment: A Search and Matching Approach
The paper studies simple strategies of labor tax reform in a search and matching model of the labor market featuring endogenous labor supply. Changing the composition of the tax wedge—that is, reducing a payroll tax and increasing a progressive wage tax such that the marginal tax wedge remains unaffected—increases employment, reduces the equilibrium unemployment rate, and increases public reven...
متن کاملAn Evaluation of the Swedish Earned Income
Over the last twenty years we have seen an increasing use of in-work tax subsidies to encourage labor supply among low-income groups. In Sweden, a non-targeted earned income tax credit was introduced in 2007, and was reinforced in 2008, 2009 and 2010. The stated motive of the reform was to boost employment; in particular to provide incentives for individuals to go from unemployment to, at least...
متن کاملOptimal Redistributive Taxation with both Labor Supply and Labor Demand Responses
This paper characterizes the optimal redistributive tax schedule in a matching unemployment framework where (voluntary) nonparticipation and (involuntary) unemployment are endogenous. The optimal employment tax rate is given by an inverse employment elasticity rule. This rule depends on the global response of the employment rate, which depends not only on the participation (labor supply) respon...
متن کاملImpacts of universal health coverage : A micro - founded macroeconomic perspective
This paper studies the impact of tax-financed universal health coverage schemes on macroeconomic aspects of labor supply, asset holding, inequality, and welfare, while taking into account features common to developing economies, such as informal employment and tax avoidance, by constructing a dynamic stochastic general equilibrium model with heterogeneous agents. Agents have different education...
