The Vicious Circle of Evaluation Transparency - An Ignition Paper

چکیده
Introduction The present paper introduces a model, which describes different phases that typically occur in situations, in which a researching subject (e. g. an author, an institution, a country etc.) needs to be evaluated and in which some kind of reward (e. g. monetary in the form of a bonus or funding) is based on this evaluation. This model, the present author calls it the “vicious circle of evaluation transparency”, will be underlined by giving examples for each of its phases. In order to be able to observe a process that is described by this model, there first needs to be something that is to be evaluated, for example a research group at a university. Such a need normally comes up, when money is to be divided among different groups or focused on one. The problem of evaluation and rewarding is at the core of the model (see Figure 1).

Long Waiting Times for Elective Hospital Care – Breaking the Vicious Circle by Abandoning Prioritisation
Background Policies assigning low-priority patients treatment delays for care, in order to make room for patients of higher priority arriving later, are common in secondary healthcare services today. Alternatively, each new patient could be granted the first available appointment. We aimed to investigate whether prioritisation can be part of the reason why waiting times for care are often...
متن کاملFederally sponsored multidisciplinary research centers: Learning, evaluation, and vicious circles.
Despite the increasing investment in multi-year federally funded science and technology centers in universities, there are few studies of how these centers engage in learning and change based on information submitted from various agents in the oversight and evaluation process. One challenge is how to manage and respond to this evaluative information, especially when it is conflicting. Although ...
متن کاملRevisiting the vicious circle of dry eye disease: a focus on the pathophysiology of meibomian gland dysfunction
Meibomian gland dysfunction (MGD) is the most frequent cause of dry eye disease (DED). Eyelid inflammation, microbial growth, associated skin disorders as well as potentially severe corneal complications culminate to make MGD a complex multifactorial disorder. It is probable that MGD is a heterogeneous condition arising from any combination of the following five separate pathophysiological mech...

This paper shows that, according to many studies, the implementation of the Electronic Medical Record (EMR) does not cause efficient uses as expected in hospitals. Authors suggest explanatory factors, including both generic factors related to the implementation of ERP and specific factors related to health sector, in particular to professional bureaucracies (professional autonomy, divergence of...
