We review the new proposed End-System Method 1 for Use-it-or-lose-it behavior proposed in Annex F of the Traac Management Speciication Version 4.0, R10, for bi-directional TCP traac. We have studied this in an environment of explicit rate switches. This contribution is a follow-up to the work discussed in ATM Forum/95-1598. to the ATM Forum as a basis for discussion and is not a binding proposal on either the University of California system or AT&T.
