Raging Incrementalism—System Engineering for Continuous Change

چکیده

For nearly every technology there is a doubling period over which the price/performance ratio of that technology improves by a factor of 2. Careful examination of longterm historical trends reveals that these doubling periods are themselves shortening every decade; implying that the rate of technical progress is hyperexponential. If we take the 1990s as the benchmark decade of technical progress, then the first 25 years of the 21st century will see the equivalent of 100 years of 1990s progress. Hyperexponential progress has profound implications for all facets of system procurement, design, development, deployment, management, improvement, operations, maintenance, and modernization. We offer an approach to system engineering— raging incrementalism—that embraces and leverages hyperexponential change to construct systems in far less time and with dramatically lower life cycle costs than traditional methods. We discuss the rationale for raging incrementalism, its programmatic and system engineering principles, and its influence on total system cost from concept to disposal.

A Scalable Open-Source Digital Video System for Launch Range Operations

Raging incrementalism [1] is a systems engineering methodology designed to capitalize on the force of hyperexponential change, the ongoing acceleration of overall technical progress. Numerous pivotal technologies are not only improving at an exponential pace, but the pace itself is accelerating [2], yielding hyperexponential improvement overall. In the large, the rate of technical progress is d...

Incrementalism in Appropriations: Small Aggregation, Big Changes

U.S. federal budget dynamics, as a major attribute of the legislative and bureaucratic decision-making processes, increasingly calls into question the scholarly focus on incrementalism. What constitutes a “small” change is largely unspecifi ed in previous research that has also been unable to assess incrementalism across multiple levels of aggregation. Using a unique budgetary database, this ar...

A Model of Choice for Public Policy

Punctuated equilibrium is supposed to be a viable alternative to incrementalism, and, indeed, the authors of the model have sometimes made such claims. But punctuated equilibrium was developed to explain change in policy subsystems and does not serve as a complete model of policy choice in the same way that incrementalism has served. This article develops a full-blown and viable model of choice...

Interest Groups and the Problem with Incrementalism

Incrementalism, as opposed to dramatic change, is conventionally lauded in law as the prudent path of change—a path that gives credit to history and precedent. The conventional view, however, pays little attention to interest groups. Step-by-step change poses a serious problem when it rearranges the constellation of supporters and opponents of further moves. The core problem is that once an int...
