For the past three years the Northeast Waste Management Officials’ Association (NEWMOA) and the Northeast States for Coordinated Air Use Management (NESCAUM) have been working cooperatively on a project to incorporate pollution prevention (P2) into compliance with the national emission standards for hazardous air pollution (NESHAP) control requirements of the Clean Air Act Amendments (CAAA). The hazardous air pollution prevention (HAP2) project is funded by a grant from the U.S. Environmental Protection Agency's (EPA) Environmental Technology Initiative (ETI) program.
