چکیده

Efficient management of humanitarian relief chains (HRC) is crucial due to the increasing number and intensity of natural disasters around the globe. In this paper, a fuzzy scenario-based stochastic programming (FSBSP) model is proposed for HRC-related logistical problems which are characterized by inherent uncertainty in their input data. The FSBSP model is an extension to an existing stochastic programming (SP) one. It determines optimal policies to deal with pre and post-disaster events in two stages. The first stage identifies the location of warehouse(s) and inventory levels of emergency supplies. The second stage proposes a set of actions in response to a number of disaster scenarios. Application of the proposed model is demonstrated through a case study adapted from the literature. In addition, a number of randomly generated test problems are solved to validate its performance. The results show promising performance of the proposed FSBSP model in comparison with the extended SP one.

Pre-positioning and dynamic operations planning in pre- and post-disaster phases with lateral transhipment under uncertainty and disruption

Humanitarian organizations pre-position relief items in pre-disaster and distribute them to the affected areas in post-disaster. Improper planning of emergency operations causes more deaths in post-disaster. In this paper, the problem of relief item pre-positioning and multi-period distribution planning is addressed considering lateral transhipment among distribution centres to improve the effi...

Designing an integrated relief pre-positioning network with perishable commodities

In this paper, a bi-objective model is proposed for designing a pre-positioning network of pharmaceutical supplies considering their limited shelf-life. The presented model aims to consider both cost efficiency and responsiveness by minimization of total cost and the maximum amount of unmet demand under uncertainties in demand and supply sides’ data. Moreover, for effective distribution of reli...

A location-routing model for assessment of the injured people and relief distribution under uncertainty

Throughout history, nature has exposed humans to destructive phenomena such as earthquakes, floods, droughts, tornadoes, volcanic eruptions, and tropical and marine storms. The large scale of damages and casualties caused by natural disasters around the world has led to extensive applied research in the field of preparation and development of a comprehensive system for disaster management to mi...

Risk-adjusted stochastic dual dynamic solution to a disaster preparedness and relief distribution problem

We consider a multi-stage disaster management problem with risk adjustments. The first-stage determines the quantities of emergency supplies to be pre-positioned at the known suppliers and the locations of transfer centers. These first-stage decisions are made before observing the random demands of the disaster victims for these supplies and the random road capacities. We assume that both deman...

Re-configuration of the Relief Network Considering Uncertain Demand and Link Failure in an Earthquake: A Multi-stage Stochastic Programming

Disasters inevitably trigger far-reaching consequences affecting all living things and the environment.  Therefore, top managers and decision-makers in disaster management seek comprehensive approaches to evaluate facilities and network preparedness in dealing with the response phase of predicted disaster scenarios in terms of number of casualties, costs, and unmet demands.  In this regard, pre...
