چکیده

Phenomenal increases in food prices in 2007 and 2008 caused governments around the globe to panic. During the chaos which ensued, most developing countries responded to the crisis with a convoluted array of policies intended to stabilize domestic markets, placate consumers and other stakeholders, protect the vulnerable and, occasionally, address long-term food security concerns. However, there was a great deal of variation in the extent of intervention and the types of policies selected. Even among particular policy types, there was tremendous heterogeneity in timing, scale, implementation mechanisms, and other features. Utilizing a newly compiled sample of fourteen country-level case studies, this paper assimilates available evidence to compare the specifics of crisis responses. In this regard it differs from other policy response studies which focus more on policy types and titles, ignoring the details. Work is carried out by staff researchers and visiting scholars in Helsinki and through networks of collaborating scholars and institutions around the world. www.wider.unu.edu [email protected] UNU World Institute for Development Economics Research (UNU-WIDER) Katajanokanlaituri 6 B, 00160 Helsinki, Finland Typescript prepared by Anna-Mari Vesterinen at UNU-WIDER. Since independence, Senegal has been highly reliant on international markets to meet its food needs, and this tendency has only increased with rapid levels of urbanization in recent decades. Poor domestic cereal harvests prior to 2007 exacerbated this import-dependence during a time of high global food prices, resulting in the cost of rice increasing by more than 100 per cent between January 20...

WIDER Working Paper No. 2013/034 The political economy of food price policy: The case study of India

India did not experience any food price spikes during 2007–08 when global food prices erupted. It was partly due to India’s ban on exports of wheat and common rice India resorted to. But the fiscal stimulus that the government of India provided in 2009 in the wake of G8 countries’ and other major economies’ call to avert economic recession, coupled with one of the worst droughts India experienc...

This paper argues that the effects of the food price crisis of 2007–08 put pressure on two variables that are of central importance to the Brazilian government: inflation and social inclusion. We describe how political institutions in Brazil in the past 25 years have given rise to a policy-making process where fiscal stability and social inclusion are the overarching priorities, irrespective of...

WIDER Working Paper No. 2013/026 The political economy of food price policy: The case of Kenya

This paper evaluates Kenya’s food price crisis over 2002–11 using a political economy approach. Kenya’s food prices have been high and volatile relative to world food prices. Moreover, domestic food markets are highly integrated while about 30 per cent of the changes in world market prices are transmitted to domestic markets in Kenya.
