چکیده
Richard R. Hawkins Department of Marketing and Economics, University of West Florida, Pensacola, FL 32514 Abstract We examine why and when some local governments choose to reach a legal sales tax rate maximum while others do not. We employ a duration model to study Tennessee local option sales taxes between 1975 and 1999. Our results show that between 1975 and 1984, counties with lower sales tax capacity were more likely to raise their sales tax rates to the maximum allowed by state law. However, between 1985 and 1999, counties with lower property tax capacity or a larger share of Republican voters were more likely to reach the maximum sales tax rate.

We estimate the sensitivity of Internet retail purchasing to sales taxes using eBay data. Our first approach exploits the fact that a seller’s location—and therefore the applicable tax rate—is revealed only after a buyer has expressed interest in an item. We document how adverse tax “surprises” reduce the likelihood of purchase and shift subsequent purchases toward out-of-state sellers. We then...
متن کاملState and local tax competition in a spatial model with sales taxes and residential property taxes
This paper presents a theoretical model with a uniformly populated line that is divided into local jurisdictions (and/or states). If one level of government imposes sales and residential property taxes, and if the spatial extent of each taxing jurisdiction is positive and finite, then (in Nash equilibrium) the sales tax rate is less than residential property tax rate, housing consumption is sub...

Food is taxed differently by states and local municipalities depending on where the food is intended to be prepared and consumed. Food purchased to be prepared at home is considered food at home, or non-prepared foods that would typically be purchased at a grocery store. Most states either totally or partially exclude food at home from the general sales tax. That exclusion generates a debate be...
متن کاملThe Effect of the Sales Tax on Retail Prices and Employment: Evidence from Exemptions on Clothing
Using frequent state and local policy revisions of apparel tax exemptions in Connecticut, New York and Vermont, I study how the sales tax affects the retail market for apparel. First, I present new evidence on the effect of the sales tax on pre-tax prices, the pass-through rate. Unlike the previous literature on this topic, I employ detailed item-level data on prices, use large good-specific ch...
