Have the GSE affordable housing goals increased the supply of mortgage credit?

چکیده
In the 1980s, housing market analysts and policymakers were concerned that Freddie Mac and Fannie Mae were not adequately facilitating the financing of affordable housing for lowand moderate-income families. To address these concerns, the Department of Housing and Urban Development established quantitative Affordable Housing Goals requiring the Government Sponsored Enterprises (GSEs) to increase their purchases of mortgages originated by lowand moderate-income households and for homes located in low-income neighborhoods. Our analysis indicates that the goals increased the supply of mortgage credit available to lowand moderateincome households, after controlling for other mortgage market factors. Our analysis suggests that the increase in the supply of low-income mortgage credit occurred primarily in 1998. D 2003 Elsevier B.V. All rights reserved. JEL classification: G21; R31; R38

Academic research, government inquiries, and press accounts show extensive mortgage fraud during the housing boom of the mid-2000s. Even taking into account the sobering lessons learned from the recession, affordable homeownership remains the most important wealth-building opportunity for most LMI families.1 A major long-term macroeconomic benefit will be achieved if our mortgage finance system effectively opens access to those populations that will make up the largest portion of the growth of the mortgage market in the com...

Fannie Mae and Freddie Mac were created by acts of the Congress and are thus known as government-sponsored enterprises, or GSEs. The Congress chartered these...
