Do Minimum Wages Really Reduce Teen Employment? Accounting for Heterogeneity and Selectivity in State Panel Data
نویسندگان
چکیده
IND Pub Traditional estimates that often find minimum wage disemployment effects include controls for state unemployment rates and stateand year-fixed effects. Using CPS data on teens for the period 1990–2009, we show that such estimates fail to account for heterogeneous employment patterns that are correlated with selectivity among states with minimum wages. As a result, the estimates are often biased and not robust to the source of identifying variation. Including controls for long-term growth differences among states and for heterogeneous economic shocks renders the employment and hours elasticities indistinguishable from zero and rules out any but very small disemployment effects. Dynamic evidence further shows the nature of bias in traditional estimates, and it also rules out all but very small negative long-run effects. In addition, we do not find evidence that employment effects vary in different parts of the business cycle. We also consider predictable versus unpredictable changes in the minimum wage by looking at the effects of state indexation of the minimum wage.

Credible Research Designs for Minimum Wage Studies: A Response to Neumark, Salas and Wascher
We assess the Neumark, Salas and Wascher (NSW) critique of our minimum wage findings. Recent studies, including one by NSW, obtain small employment elasticities for restaurants, -0.06 or less in magnitude. The substantive critique in NSW thus centers primarily upon teens. Using a longer (19792014) sample than used by NSW and in our own previous work, we find clear evidence that teen minimum wag...

A Menu of Minimum Wage Variables for Evaluating Wages and Employment Effects: Evidence from Brazil The international literature on minimum wage greatly lacks empirical evidence from developing countries. Brazil’s minimum wage policy is a distinctive and central feature of the Brazilian economy. Not only are increases in the minimum wage large and frequent but the minimum wage has also been used...
متن کاملThe Role of Institutions in Determining Formal-Informal Earnings Differentials: Panel Data Evidence from South Africa
In South Africa poverty is a function of lack of formal sector employment, where wages can exceed those in informal employment by a factor of twelve. Cross section data shows that observable human capital, while important, fails to explain a very substantial part of this difference. In this paper the KwaZulu-Natal Income Dynamics Study (KIDS), a relatively long panel, is used to investigate two...

متن کاملThe Effect of Minimum Wages on Immigrants
This study compares the effects of minimum wage laws on employment and earnings among low-skilled immigrants and natives in the U.S. Conventional economic theory predicts that higher minimum wages lead to higher earnings among the employed but lower employment rates. Minimum wage increases might have larger effects among low-skilled immigrants than among natives because, on average, immigrants ...
