Shultz calls for foreign troop withdrawal, continues diplomacy

CAIRO, Egypt (A P ) — Secretary o f State George P. Shultz said yester­ day he thinks he can w in an agree­ ment fo r w ithdraw al o f foreign troops from Lebanon, and indicated the United States w ou ld o ffer to help guarantee Israel’s security to speed an accord. “ President Reagan has sent me here to show America’s determ ina­ tion to help in the process o f peace in the M iddle East, ” Shultz said fo llow ing his 13-hour journey from Washington. He said he w ou ld stay in the region as long as there was ho t pe o f achieving a w ithdraw al agreement, w h ich he described as "very do­ able.” Shultz indicated, however, the ac­ tual tim etable for getting about 60,000 foreign troops ou t o f Lebanon may be w orked out later. Shultz said he w ou ld bring up the possib ility o f an expanded U.S. role in Lebanon during discussions w ith Israeli and Lebanese leaders. Shultz to ld reporters he also may discuss Reagan’s fa lte ring M iddle East peace in itia tive during his trip , but that his ch ie f aim w ill be a troop w ithdraw al agreement. He said he has ideas for resolving some o f the disputes between Israel and Lebanon, w h ich focus on security in south Lebanon, and is prepared to shuttle between the tw o countries if necessary. “ I’m prepared to w o rk at it as long as it seems there is a chance to ac­ com plish something, ” Shultz to ld reporters accompanying him on the fligh t from Washington. Shultz indicated that he w ou ld te ll the Israelis the Reagan adm inistra­ tion w ill help guarantee p ro tection fo r Israel against te rro ris t attacks from Lebanon fo llow ing a troop w ithdrawal. “ We are part o f this negotiating process, and we want to see it succeed, and we certa in ly are prepared to stay w ith it after an agreement and a leaving o f the forces from Lebanon takes place," Shultz said. “Just what ro le the United States m ight play is going to be part o f this discussion, ” Shultz added. On his arrival in Cairo, Shultz said the road to peace “ is a long journey” but added, "1 feel confident we w ill find our destination." “ We w ill play a fu ll part, as fu ll partners, in this great enterprise for peace,” he said.
