Cctv and the Social Structuring of Surveillance

چکیده
The installation of Closed Circuit Television Cameras (CCTV) on British streets has been the crime prevention initiative of the century. However, little attention has been paid to who and what the cameras actually watch and how operators select their targets. This paper draws on a twoyear study in the operation of CCTV control rooms to examine how target selection is socially differentiated by age, rage and gender and asks whether this leads to discrimination.

This paper examines the processes that bring about the creation of new public-space CCTV schemes. Through an appraisal of the grounded activities of the practitioners who make decisions over CCTV, the role of agency is identified as a particularly strong, yet relatively neglected, influence on its implementation. Moreover, beyond dichotomised notions of central structures and local agency, an u...

Cohen and Felson (1979) argue that for a direct-contact predatory crime to be committed, one of the three essential conditions that must converge in space and time is "absence of capable guardians," or, more abstractly, "absence of capable guardianship." Surveillance (or the appearance of surveillance) is part of capable guardianship. Clarke (1995) presents 12 "techniques" of situational preven...

متن کاملCCTV Coverage Index Based on Surveillance Resolution and Its Evaluation Using 3D Spatial Analysis
We propose a novel approach to evaluating how effectively a closed circuit television (CCTV) system can monitor a targeted area. With 3D models of the target area and the camera parameters of the CCTV system, the approach produces surveillance coverage index, which is newly defined in this study as a quantitative measure for surveillance performance. This index indicates the proportion of the s...
