The Choice of Discount Rate for Climate Change Policy Evaluation

چکیده

Nearly all discussions about the appropriate consumption discount rate for climate-change policy evaluation assume that a single discount rate concept applies. We argue that two distinct concepts and associated rates apply. We distinguish a social-welfare-equivalent discount rate (rSW) appropriate for determining whether a given policy would augment social welfare (according to a postulated social welfare function) and a finance-equivalent discount rate (rF) suitable for determining whether the policy would offer a potential Pareto improvement. Distinguishing the two rates helps resolve arguments as to whether the choice of discount rate should be based on ethical considerations or empirical information (such as market interest rates), and about whether the discount rate should serve a prescriptive or descriptive role. Separating out the two rates also helps clarify disputes about the appropriate stringency of climate change policy. We find that the structure of leading numerical optimization models used for climate policy analysis may have helped contribute to the blurring of the differences between rSW and rF . In addition, we indicate that uncertainty about underlying ethical parameters or market conditions implies that both rSW and rF should decline as the time-horizon increases.

Agreeing to disagree on climate policy.

Disagreements about the value of the utility discount rate--the rate at which our concern for the welfare of future people declines with their distance from us in time--are at the heart of the debate about the appropriate intensity of climate policy. Seemingly small differences in the discount rate yield very different policy prescriptions, and no consensus "correct" value has been identified. ...

Energy Policy and the Social Discount Rate

Recent debates over the economics of climate change underscore the importance of what at first blush is a narrow technical issue in welfare economics and cost-benefit analysis (CBA). Yet even before the need to study the economics of climate change, debate over both nuclear energy policy and water resource policy highlighted the fateful role that social discount rates play in policy prescriptio...

Disagreement and Design: Searching for Consensus in the Climate Policy and Intergenerational Discounting Debate

Current approaches to discounting in climate policy present a seemingly intractable problem. While it is widely recognized that choice of discount rate in climate models can easily dwarf the effect of other parameter inputs, there is at present a very wide disagreement, both in law and in economics, about the appropriate discount rate to use. This Paper provides a framework for achieving a work...

The nature of discounting

From monetary policies to the climate change problem, from the burden of private credit card debts to the evaluation of public projects, discount rate is the central issue, yet there is little clear understanding about the nature of discounting. In this paper, applying a newly developed production theory, we discuss how discount rate is related to other factors in social systems, such as risk, ...

Why We Should Be Willing to Devote More Resources to Avoid Climate Change

An important body of empirical models recommends modest efforts to reduce greenhouse gases. Although ostensibly scientific, these conclusions are actually largely driven by a value judgement. A recently developed, more flexible modeling approach produces dramatically different policy advice. A n important class of economic models imply that only modest efforts should be made to reduce greenhous...
