The drug-exposed child most often comes from a neglectful family lifestyle filled with factors that interfere with the parents’ attempts at effective child rearing and participation in the growth and development of their children. . . . Further, the social environment of many addicted women is one of chaos and instability, which has an even greater negative impact on children.” (emphasis added.)
