The Incidence of Local Labor Demand Shocks

چکیده

Low-skill workers are comparatively immobile. When labor demand slumps in a city, college-educated workers tend to relocate whereas non-college workers are disproportionately likely to remain to face declining wages and employment. A standard explanation of these facts is that mobility is more costly for low-skill workers. This paper proposes and tests an alternative explanation, which is that the incidence of adverse shocks is borne in large part by (falling) real estate rental prices and (rising) social transfers. These factors reduce the real cost of living di¤erentially for low-income workers and thus compensate them, in part or in full, for declining labor demand. I develop a spatial equilibrium model which, appropriately parameterized, identi…es both the magnitude of unobserved mobility costs by skill and the shape of the local housing supply curve. Nonlinear reduced form estimates using U.S. Census data document that positive labor demand shocks increase population more than negative shocks reduce population, that this asymmetry is larger for low-skill workers, and that such an asymmetry is absent for wages, housing values, and rental prices. Estimates of the full model using a nonlinear, simultaneous equations GMM estimator suggest that (1) the asymmetric population response is primarily accounted for by an asymmetric housing supply curve, (2) the di¤erential migration response by skill is primarily accounted for by transfer payments, and (3) estimated mobility costs are at most modest and are comparable for high-skill and low-skill workers, suggesting that the primary explanation for the comparative immobility of low-skilled workers is not higher mobility costs per se, but rather a lower incidence of adverse labor demand shocks. Keywords: local labor markets, spatial arbitrage, durable housing, social transfers. JEL Classi…cation: J61. Immigrants Equilibrate Local Labor Markets: Evidence from the Great Recession.

This paper demonstrates that low-skilled Mexican-born immigrants' location choices in the U.S. respond strongly to changes in local labor demand, and that this geographic elasticity helps equalize spatial differences in labor market outcomes for low-skilled native workers, who are much less responsive. We leverage the substantial geographic variation in employment losses that occurred during Gr...

The Effect of Local Labor Demand Conditions on the Labor Supply Outcomes of Older Americans

A vast literature in labor economics has studied the relationship between local labor demand shifts and the outcomes of the working age population. This literature has ignored the impacts that these shocks have on older individuals, though there are reasons to believe that the effects are not uniform by age. Using data from the Census and the Health and Retirement Study, we measure the effects ...

Population Responses to Local Labor Demand Shifts: Evidence from the Collapse of Finnish-Soviet Trade Master’s Thesis

I study how regional populations respond to local labor demand shifts by quantifying how the collapse of Finnish-Soviet trade in early 1990s affected regional working-age populations in Finland. I identify local labor demand shifts by using regional variation in the production of goods that were exported from Finland to Soviet Union. I find that the more local employment focused on the producti...

Population Growth across Chinese Cities: Urban Land Expansion versus Housing Density Response to Demand Shocks

We study the extent to which responses in urban redevelopment density to demand shocks contribute to population growth, taking into account urban land expansions independent of demand shocks and changes in housing absorption by existing urban households. In the context of Chinese urban growth from 1998 to 2004 when liberalization in urban housing and labor markets significantly elevated labor m...

Firing Costs and Flexibility: Evidence from Firms' Employment Responses to Shocks in India.

A key prediction of dynamic labor demand models is that firing restrictions attenuate firms' employment responses to economic fluctuations. We provide the first direct test of this prediction using data from India. We exploit the fact that rainfall fluctuations, through their effects on agricultural productivity, generate variation in local demand within districts over time. Consistent with the...
