چکیده

In a late-modern world of uneven but combined development in the technological-economic spheres, the supposedly most ‘advanced’ types of professional use of new technology are to be observed even in the most economically ‘backward’’ countries. This phenomenon is intermediated by international elite networks (Castells, 1996). In the southern Africa, I have compared Mozambique and Zimbabwe in relation to three dimensions of telecommunication development: Decolonisation (Africanisation), digitalisation and deregulation (market liberalisation). I shall here present the findings on the dimension of digitalisation.
