Public Debt, Child Allowances and Pension Benefits with Endogenous Fertility
نویسندگان
چکیده
The public debt stock in some economically developed countries continues to increase because of a lack of tax revenues and the concomitant burdens of social security. Many of those countries suffer from lower birth rates and consequently, have fewer children. Child allowances might be an effective way to increase fertility, leading to higher future tax revenues through an increase in the number of younger people. In this paper, the authors examine whether or not child allowances reduce the public debt stock as a share of GDP in an economy with a pension system. As long as a non-negative debt policy is adopted in the long run, child allowances financed by bonds always increase the public debt stock as a share of GDP. JEL G23 H55 J13

Although the optimal policy under endogenous fertility has been widely studied, the optimal public intervention under endogenous childbearing age has remained largely unexplored. This paper examines the optimal family policy in a context where the number and the timing of births are chosen by individuals who differ as to how early fertility can weaken future earnings growth. We analyze the desi...
متن کاملPopulation Aging and the Rising Cost of Public Pensions
Rapid population aging is raising concerns about the sustainability of public pension systems in high-income countries. The first part of this study identifies the four factors that determine trends in public pension expenditures: population aging, pension benefit levels, the mean age at retirement, and the labor force participation rate. The second part presents projections to 2050 of the impa...
متن کاملChild allowances, fertility, and chaotic dynamics.
This paper analyzes the dynamics in an overlapping generations model with the provision of child allowances. Fertility is an increasing function of child allowances and there exists a threshold effect of the marginal effect of child allowances on fertility. We show that if the effectiveness of child allowances is sufficiently high, an intermediate-sized tax rate will be enough to generate chaot...

In this paper, we study a general equilibrium model with overlapping generations, endogenous fertility and public pensions. By assuming Cobb– Douglas technology and logarithmic preferences, we show that the introduction of a fertility-related component in the pay-as-you-go pension scheme may destabilise the long-term equilibrium and cause endogenous fluctuations when individuals have static exp...
متن کاملThe Austrian Pension System – How Recent Reforms Have Changed Fiscal Sustainability and Pension Benefits
1 Introduction The twofold demographic challenge – increasing life expectancy and low fertility rates – has put most pension systems under budgetary pressure. Over the last decade this has led to massive requests for reforms throughout Europe. In Austria the sequence of legal changes has been particularly rapid with – overall substantial – pension reforms in 2000, 2003 and 2004. At the same tim...
