Directly-deliberative Polyarchy

چکیده
In this essay we defend a form of democracy that we will call "directlydeliberative polyarchy." We argue that it is an attractive kind of radical, participatory democracy with problem-solving capacities useful under current conditions and unavailable to representative systems. In directly deliberative polyarchy, collective decisions are made through public deliberation in arenas open to citizens who use public services, or who are otherwise regulated by public decisions. But in deciding, those citizens must examine their own choices in the light of the relevant deliberations and experiences of others facing similar problems in comparable jurisdictions or subdivisions of government. Ideally, then, directly deliberative polyarchy combines the advantages of local learning and self-government with the advantages (and discipline) of wider social learning and heightened political accountability that result when the outcomes of many concurrent experiments are pooled to permit public scrutiny of the effectiveness of strategies and leaders.

Animated visualization of multiple intersecting hierarchies
We describe a new information structure composed of multiple intersecting hierarchies, which we call a Polyarchy. Visualizing polyarchies enables use of novel views for discovery of relationships which are very difficult using existing hierarchy visualization tools. This paper will describe the visualization design and system architecture challenges as well as our current solutions. Visual Pivo...
متن کاملThe optimal design of fallible organizations: invariance of optimal decision criterion and uniqueness of hierarchy and polyarchy structures
We present a general framework to study the project selection problem in an organization of fallible decision-makers. We show that when the organizational size and the majority rule for project acceptance are optimized simultaneously, the optimal quality of decision-making, as determined by the decision criterion, is invariant, and depends only on the expertise of decision-makers. This result c...
متن کاملOptimal sequential decision architectures and the robustness of hierarchies and polyarchies
This paper studies collective decision making in the context of a project selection model. We derive the optimal decision architecture when marginal decision costs are present, and investigate the circumstances under which the hierarchy and polyarchy exist as optimal sequential architectures. Our analysis extends previous results on optimal committee decision-making to a sequential setting, and...
متن کاملUse of Evidence-Informed Deliberative Processes – Learning by Doing; Comment on “Use of Evidence-informed Deliberative Processes by Health Technology Assessment Agencies Around the Globe”
The article by Oortwijn, Jansen, and Baltussen (OJB) is much more important than it appears because, in the absence of any good general theory of “evidence-informed deliberative processes” (EDP) and limited evidence of how they might be shaped and work in institutionalising health technology assessment (HTA), the best approach seems to be to accumulate the experience of...
