Hijackers and Hostages in Non-Binding Linked-Issues Referenda: Analysis and an Application
نویسنده
چکیده
Non-binding referenda ('petitions') are an instrument of direct democracy that allows citizens to signal preferences to politicians outside the electoral cycle. This paper analyses a particular form of petitions, so-called linked-issues petitions, which have been described as an ‘abuse of direct democracy’. It discusses the use of linked petitions by petition initiators, its take-up by voters in terms of volume and voter motives, and applies the analytical insights to a controversial referendum held in Austria in 2002 that linked issues of transboundary nuclear risk and Eastern enlargement of the European Union. ∗ This paper has also greatly benefited from the comments of an anonymous referee of this journal as well as those of Andreas Kontoleon. I would also like to thank participants of the Cambridge Research for the Environment Workshops and at the conference on "Sustainable Development in Central Europe" at the University of Minnesota, in particular Michael Getzner, for helpful discussions. The usual waiver applies. GOESCHL: Issue linkage

This paper argues that, beyond this obvious fact, the choice of an authority not to o¤er a referendum, although permitted to do so, may enhance the information individuals posses about social preferences as well. The addition of a referendum option in the rule...
متن کاملDirected Blocking of TGF-β Receptor I Binding Site Using Tailored Peptide Segments to Inhibit its Signaling Pathway
Background: TGF-β isoforms play crucial roles in diverse cellular processes. Therefore, targeting and inhibiting TGF-β signaling pathway provides a potential therapeutic opportunity. TGF-β isoforms bind and bring the receptors (TβRII and TβRI) together to form a signaling complex in an ordered manner. Objectives: Herein, an antagonistic variant of TGF-β (AnTβ)...

متن کاملInverse Miniemulsion Method for Synthesis of Gelatin Nanoparticles in Presence of CDI/NHS as a Non-toxic Cross-linking System
In this research, gelatin nanoparticles were synthesized via inverse miniemulsion method by employing a mixture of a water soluble carbodiimide (CDI) and N-hydroxysuccinimide (NHS) as a non-toxic cross-linking system. The gelatin nanoparticles were characterized for their size and size distribution, morphology and stability and were compared with those of nanoparticles cross-linked by glutarald...
