Landfills And The Circular Economy

Promotion of resource efficiency and development towards a circular economy is widely supported. Many products and materials that are brought into the economy contain hazardous substances. These substances may be acceptable during the consumption stage, but due to accumulation in the environment may also cause impact to human health and the environment after consumption. The primary goal of waste regulations is to protect human health and the environment. As long as hazardous substances that can accumulate in the environment are allowed in products, these substances can pose a risk when they are continuously returned into the economy. Society has an obligation to remove these substances (possibly the entire product) from the economic cycle contrary to policies promoting a circular economy. Implementtion of ‘eco-design’ and ‘extended producer responsibility’ does not proceed quickly. After full incorporation of ‘eco-design’ and ‘extended producer responsibility’ in all manufacturing, landfills will no longer be necessary as sinks for hazardous substances. In the mean time landfill diversion targets should only be extended with great care.
