Methodology for Classification of Municipalities in the State of Hidalgo, Mexico

The state of Hidalgo, in Mexico, has been looking for a model to classify 84 municipalities according to certain economic and social parameters. The model will permit the development of policies for improving the conditions of those municipalities that are lagging behind. A previous model was created using statistical methods, applying the factorial analysis. Also was created a fuzzy logic model that permit to compare the municipalities characteristics to some pre-established conditions, and rank them as per their compatibility with these previously imposed conditions. In this paper, a fuzzy model is created dividing the municipalities in three groups as per their development. This method avoids the necessity of making the comparisons to some pre-established conditions, giving a more general classification.
