Research on Emergency Management of Urban Extreme Storm Floods Based on Strong Reciprocity

Urban storm floods have become one of the major natural disasters endangering city safety, economic and social development as well as life stability of urban residents. Due to urgent requirements of improving emergency management capacity, this paper introduces the strong reciprocity theory into emergency management of urban extreme storm floods (UESF), and sets up an evolutionary game model of emergency cooperation mechanisms. Simulations are performed in the example of Jingdezhen city, and the results show that the government strong reciprocity helps to promote emergency cooperation. Besides, rewards and punishment, strong ability of acquiring and processing information, extensive publicity and education can all improve emergency cooperation efficiency and effectiveness of UESF.
