Optimal Regional Conjunctive Water Management

چکیده
The severe drought in the western United States in 1976-78 brought the problems of allocating extremely limited water resources to the attention of agriculturalists and urbanites alike. Greatly reduced surface water supplies exacerbated the already critical pressure on remaining groundwater stocks in the same areas. The chronic overdraft of many western states groundwater basins can be attributed directly to their common pool nature. The lack of explicit property rights to groundwater stocks results in individual users of the resource evaluating only their own private pumping costs in their decision framework and implicitly assigning a zero opportunity cost to the stock portion of the resource. Thus, the private decision does not take into account any user cost and results in a divergence in the private and the social optimal rate of pumping. 1 The objective of this paper is to describe briefly an optimal control model which can be used to determine the socially optimal spatial and temporal allocation of groundwater and surface water among agricultural and urban uses. The control model is then applied to a representative region of California under several sets of energy costs. Two policies, prorata allocation and taxation, are evaluated empirically as alternatives for accounting for externalities due to the common pool problem.

Conjunctive surface water and groundwater management under climate change
Climate change can result in significant impacts on regional and global surface water and groundwater resources. Using groundwater as a complimentary source of water has provided an effective means to satisfy the ever-increasing water demands and deal with surface water shortages problems due to robust capability of groundwater in responding to climate change. Conjunctive use of surface water a...

Farmers’ participation in the maintenance and operation of water facilities has a positive impact on their attitude and internal trends and incentives to have closer cooperation with Regional Water Organization. The transfer of irrigation management to farmers enhances the productivity of water facilities and ultimately, results in efficient water use in agriculture. In order to evaluate the ef...

[1] Potential climate change effects on aspects of conjunctive management of water resources can be evaluated by linking climate models with fully integrated groundwater– surface water models. The objective of this study is to develop a modeling system that links global climate models with regional hydrologic models, using the California Central Valley as a case study. The new method is a suppl...

In this study, the WEAP model was used for the simulation and the Gravitational Search Algorithm (GSA) was applied as the optimization model. Due to the necessity of multiple simulations in the optimization process to achieve the optimal solution, the linkage of simulation and optimization models was done in the MATLAB software environment. To evaluate the performance, hedging policies achieved...
متن کاملDeveloping a Conjunctive Use Optimization Model for Allocating Surface and Subsurface Water in an Off-Stream Artificial Lake System
This work develops a rule curve-based conjunctive use management model for optimizing the operating rules for a lake–groundwater system with off-stream storage lakes. The proposed procedure is a simulation-optimization approach that embeds an Artificial Neural Network (ANN) instead of a groundwater numerical model into a genetic algorithm (GA). The direct physical exchange between lake water wi...
