“A partnership approach to development is one of the keystones of Ireland Aid. Partnership will only work effectively however if the partner country is governed well. Good governance and the building of capacity to achieve good governance will become and increasingly important element in our aid programme. Without good governance, the rule of law, respect for human rights, and democracy, no amount of development assistance will be effective. Good governance cannot be achieved overnight. It has to grow organically from the very roots of civil society”.
