Public Management in Austria: Changing Sector Logics and Executive Identities

Within the public sector, under the heading of ‘New Public Management’, ‘public management reform’, ‘Verwaltungsreform’ or other closely related labels, market-managerialism is promoted as a new way to gain control of public expenditure and make administration more receptive to political and societal demands. Governance should be based on the principles of market and competition with contracting and private sector management tools to increase public sector performance. Instead of focusing on the adherence of bureaucratic rules and the appropriateness of procedures, the new perspective judges the legitimacy of public sector activities on the basis of outputs, outcomes and efficiency criteria.
