Tract-level, Residence-rule Independent, Coverage-error Adjustment of the American Community Survey (ACS) Using An Administrative Records Match

چکیده
In order to reduce variance and correct for coverage of ACS estimates, there is a desire for controlling estimates of demographic characteristics at the tract level. Currently, intercensal population controls are based on “usual residence” and are not available at the tract level, while the ACS produces estimates at the tract level that are based on “current residence”. This project proposes a way to use new controls, obtained by matching the ACS sample to an administrative records file, and then controlling sample estimates of administrative record tract counts to their known tract totals. By matching to administrative records addresses, this procedure achieves a consistent residence rule between sample and control. To evaluate the effects of coverage error in the administrative records and matching error with the sample, the procedure is applied to the Census 2000 long-form, where the correct population totals are known from the Census 2000 short-form.

Using Administrative Records for Small Area Estimation in the American Community Survey
This paper describes methods to estimate rates and proportions for small areas by integrating data from administrative records with those of the American Community Survey (ACS). ACS is designed to provide reliable estimates of characteristics of interest for substate areas, but its sample size may not be large enough for smaller areas such as census tracts. We consider a class of small area pro...
متن کاملCan We Ignore the Migration of Income Tax Non-filers When Benchmarking the American Community Survey’s County Estimates?
When fully implemented the American Community Survey will provide population estimates at the census tract level. At the same time, demographic analysis provides independent population estimates that do not account for migration. The population division at the Census Bureau adjusts the counts obtained from demographic analysis for migration at the county level by matching administrative records...
متن کاملHow Well Does the American Community Survey Count Naturalized Citizens?
BACKGROUND Citizenship status among the foreign born is a crucial indicator of social and political incorporation, yet there are good reasons to suspect that citizenship status is inaccurately reported on U.S. surveys. OBJECTIVE This paper updates research carried out in the mid-1990s by Passel and Clark (1997) on the extent to which foreign-born non-citizen respondents in U.S. government-spo...

متن کاملSmall Area Estimates from the American Community Survey Using a Housing Unit Model
The American Community Survey (ACS) is designed to, ultimately, provide census long-form information on a continuous basis. Although the aim of providing current socio-economic data on the population can be realized, a yearly sample size equal to the traditional census long-form sample size would be prohibitively expensive. The aim of this work is to produce a small area estimation method that ...
