(e.g., economic conditions) and situational factors (e.g., drug use) and increases and decreases in homicide rates. The study also examined whether changes in the responses of the criminal justice system appeared to be related to changes in the homicide rates in these cities. The eight cities were selected because their homicide rates were the strongest examples of selected trends. Therefore, the findings reported here cannot be generalized to other cities or to the Nation as a whole.
