Efficient and Equitable Airport Slot Allocation
نویسنده
چکیده
This paper studies slot allocation at congested airports in Europe. First, I discuss the inefficiencies of the current regulation, introduced as part of the liberalisation process of the air transport market. Then, I consider three marked based methods which are suitable to achieve a more efficient allocation of slots to airlines: congestion pricing, auctions and secondary trading. These methods are examined in terms of their ability to improve efficiency and in terms of their implications on the distribution of slots’ scarcity rents. Special attention is drawn to complementarities between slots. Finally, I propose to auction slots periodically, allowing secondary trading well before the first auction takes place. By selling slots before the first auction incumbents can be partially compensated for the subsequent withdrawal of their slots. [JEL Classification: D45; D61; L93; R41]

Mitigating Airport Congestion: Market Mechanisms and Airline Response Models
Efficient allocation of scarce resources in networks is an important problem worldwide. In this thesis, we focus on resource allocation problems in a network of congested airports. The increasing demand for access to the world’s major commercial airports combined with the limited operational capacity at many of these airports have led to growing air traffic congestion resulting in several billi...
متن کاملA Multi-stakeholder Evaluation of Strategic Slot Allocation Schemes under Airline Frequency Competition
In addition to the increasing passenger demand, airline frequency competition is another reason for the growing demand for airport resources. By providing more flight frequency, an airline attracts more passengers. As a result, demand for flight operations often exceeds capacity at congested airports, resulting in delays and disruptions. At some congested airports, the limited airport capacity ...

• w w w . r e a s o n . o r g introduction This paper describes the results of research that analyzed mechanisms for reducing congestion and delays at LaGuardia Airport (LGA) in New York. The findings should be equally applicable to any similarly congested airport such as John F Kennedy (JFK), Newark International (EWR) or Chicago O’Hare (ORD). Slot allocation has historically been limited at L...
متن کاملUsing Auction-Based Slot Allocation for Traffic Demand Management at Hartsfield Atlanta International Airport: A Case Study
This paper presents our ongoing research on an auction model a hybrid demand management approach for congested airports. It is intended to optimize the utilization of airport time slots by maximizing passenger throughput within safe capacity, decreasing congestion and delay. The two sub-models mathematically formulate conflicting optimization problems of efficiency-driven airport regulators and...
متن کاملan Optimum Resource Allocation Model for Airport Passenger Terminals (RESEARCH NOTE)
According to the current Airport planning and design practices, for a given demand level there is a corresponding space requirement. While in practice, there are always trade-offs between cost and levels of service, labor and automation, equipment and fixed facilities, and expansion of existing facilities and the addition of new ones. In this research, the airport passenger Terminal Building (P...
