Coverage of the DT / CSC Overlap Region by the Level - 1 Track - Finders

We propose to fix the boundary between the DT and CSC Level-1 Track-Finders at η = 1.04. The ramifications of this decision and the details of the implementation are discussed in this Note. The efficiency and ghost rate of the Track-Finders is also studied near this boundary.
