Urban Growth Externalities and Neighborhood Incentives: Another Cause of Urban Sprawl?
نویسندگان
چکیده
This paper suggests a cause of low density in urban development or urban sprawl that has not been given much attention in the literature. There have been a number of arguments put forward for market failures that may account for urban sprawl, including incomplete pricing of infrstructure, environmental externalities, and unpriced congestion. The problem analyzed here is that urban growth creates bene ts for an entire urban area, but the costs of growth are borne by individual neighborhoods. An externality problem arises because existing residents perceive the costs associated with the new residents locating in their neighborhoods, but not the full bene ts of new entrants which accrue to the city as a whole. The result is that existing residents have an incentive to block new residents to their neighborhoods, resulting in cities that are less dense than is optimal, or too sprawling. The paper models several di¤erent types of urban growth, and examines the optimal and local choice outcomes under each type. In the rst model, population growth is endogenous and the physical limits of the city are xed. The second model examines the case in which population growth in the region is given, but the city boundary is allowed to vary. We show that in both cases the city will tend to be larger and less dense than is optimal. In each, we examine the sensitivity of the model to the number of neighborhoods and to the size of infrastructure and transportation costs. Finally, we examine optimal subsidies and see how they compare to current policies such as impact fees on new development. Keywords: Externalities, Urban Growth, Optimality, Policies, Taxation. Shiraz Urban Sprawl and Its Structural-Functional Changes of Rural Neighborhood Case: Goyom village
Introduction: Urban sprawl is one kind of urban expansion or its characteristics, which has a negative general view. Based on given definitions, the most important characteristics of urban sprawl can be thought as low-density, strip like, diffuse, non-continues and land use segregation expansion. However, density is the most common criteria of urban sprawl that is derive by the comparison of...

Urban sprawl, or the unplanned and uncontrolled spreading out of built-up areas in Zaria urban area causes problems of congestion, poor urban basic infrastructure delivery and poor urban planning. This paper analyzed the pattern and implications of urban sprawl using GIS and Remote sensing as an improved approach to analyze and explain sprawling beyond the traditional spatial or cartographic ma...
متن کاملUrban Sprawl, Job Decentralization, and Congestion: the Welfare Effects of Congestion Tolls and Urban Growth Boundaries
This paper develops a spatial general equilibrium model to explore the endogenous relations between urban sprawl, job decentralization, and traffic congestion, and then compare the efficiency and welfare impacts of anti-congestion policies. Results suggest that congestion spurs firms to decentralize and agglomerate away from the urban center, with households living more centrally. A congestion-...

Constant urban development in today’s world has turned urban growth management into a main challenge in the 21st century. Obtaining spatiotemporal information about the pattern and rate of urban growth is critical to a better understanding of the urban growth process and practicing appropriate management policies. The present study investigated the trend of urban sprawl in Sari, Iran. First, la...
متن کاملAnalyzing the Role of Urban Land Policies on Urban Sprawl (case study: Sabzevar)
Extended Abstract Introduction Urban sprawl is considered as one of the well-known patterns of urban expansion, which means uncontrolled physical expansion of cities on agricultural land or undeveloped surrounding areas. What today is known as sprawl describes scattered and low-density urban expansion. Patterns of urban sprawl expansion could have adverse consequences, such as increas...
