New directions for gravitational wave physics via “Millikan oil drops”*

Editors’ note: The following chapter has been the subject of considerable controversy during the review process. Although one reviewer found the claim that gravitational waves could be detected or generated by the method proposed in this paper to be reasonable, the other reviewers found this claim to be highly questionable. In particular, the reviewers and editors believe that some statements in the paper may be inconsistent with the current theory of superfluids. However, that theory could be wrong, and Dr. Chiao’s innovative work proposes an experiment based on an alternative view. We hope that its publication here will stimulate the sort of discussion that leads to scientific progress.
