Beyond Tariff Equivalents

چکیده
The services sector is the next frontier in trade liberalization, and progress in this area is likely to bring enormous economic gain to developed and developing economies. A major impediment to services trade liberaliza tion, however, is the lack of rigorous analytical work on its potential impact. Our aim in this paper is to propel the policy relevant research forward. Restrictions on services trade are far more complex than those on goods. While goods trade liberalization is relatively straightforward to model and its implications are fairly well understood, the same is not true for services. Services trade policy is often opaque and does not fi t easily into computational models. Our survey of the current literature reveals a set of stylized facts that we hope will be useful in this area of computable general equilibrium modeling research: (1) barriers to trade in services are complex and heterogeneous across sectors; (2) services have signifi cant effects on downstream industries; (3) market structure assumptions are crucial; (4) foreign presence is often necessary for services trade; and (5) many barriers are entry or fixed cost barriers that restrict foreign and domestic new entrants. 1 Tani Fukui ([email protected]) and Christine McDaniel (Christine.McDaniel@ usitc.gov) are economists at the U.S. International Trade Commission, Washington, DC. Tariffying auctions
A strategy to convert quotas to tariffs is to auction the quota rights and use the realized auction prices as guides to setting tariffs. In the 1980s, New Zealand employed auctions to allocate quota licenses. We analyze the relationship between tariff-equivalents and auction prices for auctions with resale. Using panel data from New Zealand’s quota license auctions, we estimate the expected val...
متن کاملWhen Talk Is “Free”: The Effect of Tariff Structure on Usage Under Two- and Three-Part Tariffs
In many service industries, firms introduce three-part tariffs to replace or complement existing two-part tariffs. As opposed to two-part tariffs, three-part tariffs offer allowances, or “free” units of the service. Behavioral research suggests that the attributes of a pricing plan may affect behavior beyond their direct cost implications. There is evidence that customers value “free” units abo...
متن کاملNontariff Barriers
Nontariff barriers (NTBs) refer to the wide range of policy interventions other than border tariffs that affect trade of goods, services, and factors of production. Most taxonomies of NTBs include market-specific trade and domestic policies affecting trade in that market. Extended taxonomies include macro-economic policies affecting trade. NTBs have gained importance as tariff levels have been ...
متن کاملTrade Restrictiveness Indices in Presence of Externalities : An Application to Non-Tariff Measures
We extend the trade restrictiveness index approach to the case of market imperfections and domestic regulations addressing them. We focus on standard-like non-tariff measures (NTMs) affecting cost of production and potentially enhancing demand by increasing product quality or reducing negative externalities. We apply the framework to the database of Kee et al. (2009) and derive ad valorem equiv...
متن کاملBeyond the flat rate bias: The flexibility effect in tariff choice
Flat rates are a prominent pricing scheme for telecommunications services and are often preferred by consumers although average costs would be lower in an alternative usage-based tariff. Reasons are that flat rates protect against unexpectedly high costs (insurance effect), are more likely to be chosen if actual usage is overestimated (overestimation effect), and prevent any disutility that is ...
متن کاملBeyond Tax Evasion and Misreported Trade: Global Evidence on Trade Agreements, Accounting Standards, and Organized Crime
In contrast to prior disaggregated product level studies on tariff evasion which have focused on select country pairs, we develop a model that allows us to consistently estimate average tariff evasion effects on aggregate bilateral trade data. This has two distinct advantages over prior work. We are able to obtain a more general test for average tariff evasion effects across a large number of c...
