The Fiscal Cost of Hurricanes: Disaster Aid Versus Social Insurance

چکیده
Little is known about the fiscal costs of natural disasters, especially regarding social safety nets that do not specifically target extreme weather events. This paper shows that US hurricanes lead to substantial increases in non-disaster government transfers, such as unemployment insurance and public medical payments, in affected counties in the decade after a hurricane. The present value of this increase significantly exceeds that of direct disaster aid. This implies, among other things, that the fiscal costs of natural disasters have been significantly underestimated and that victims in developed countries are better insured against them than previously

Essays in Environmental Economics
This thesis examines various aspects of environmental economics. The first chapter estimates how individuals' beliefs about climate change are affected by local weather fluctuations. Climate change is a one-time uncertain event with no opportunities for learning; the belief updating process may not be fully Bayesian. Using unique survey data on beliefs about the occurrence of the effects of glo...

Could social media data aid in disaster response and damage assessment? Countries face both an increasing frequency and an increasing intensity of natural disasters resulting from climate change. During such events, citizens turn to social media platforms for disaster-related communication and information. Social media improves situational awareness, facilitates dissemination of emergency infor...

When the government acts as an “insurer of last resort”, potential beneficiaries may reduce private insurance coverage and instead rely on the government to bail them out. This phenomenon can incr...
متن کاملA Behavioral Model of Hurricane Risk and Coastal Adaptation
Studies of households have shown a poor perception of natural disaster risks and potential disaster severity, typically overreacting to a disaster event but underpreparing and underinsuring after periods of quiet. Many estimates of disaster response and their economic impacts haven’t taken these sub-optimal household perceptions into consideration. Here I build a model of a coastal community to...
