The Tragedy or the Benefits of the Commons? Common Property and Environmental Protection
نویسنده
چکیده
This paper attempts to identify the essential elements of the communal land tenure system which contributed to the sustainable use of resources in Africa. A number of factors which could enhance and preserve the sustainable use of communal land tenure systemS (given the socio-economic changes that have taken place) are discussed. Hardin's (1968) idea that resources held in common are likely to be over-exploited is re-examined. According to Hardin, in a communal pasture system. ''Each man is locked into a system that compels him to increase his herd without limit in a world that is limited. Ruin is the destination toward which all men rosh, each pursuing his own interest in a society that believes in the freedom of the commons. Freedom in a commons brings ruin to all". According to Hardin. since there is no teChnicalsolution to this problem. the government must limit the freedom in the commons or undertake privatization of common resources. The paper argues that in most of Africa. conditions are not in favour of individually owned pastures and that Hardin's reasoning ignores the advantages of common land tenure systemS. New Forms of Private Property: Property Rights in Environmental Goods
This entry examines the relationship between property rights and environmental protection. According to the ‘tragedy of the commons’ model, environmental pollution and resource depletion result from the inadequate specification of property rights in environmental goods. Two solutions typically are offered for averting the ‘tragedy’: (1) specify property rights (that is, privatize the commons) o...

Although the “tragedy of the commons” is common currency in popular accounts of problems arising in human–environment relations, empirical research has shown that common-property systems do not always lead to tragic outcomes. Moreover, systems of private property or public property, often proposed as solutions to the tragedy of the commons, can generate tragedies of their own that are equally s...

This initiative, part of the larger institutional transformations initiated in response to the economic ramifications of rapid progress in digital information technologies, poses numerous contentious issues in law and economics. These are likely to ...
متن کاملNon - Parametric Tests of the Tragedy
Drawing on recent results in the industrial organization literature (Carvajal et al. 2013), we derive non-parametric tests of the tragedy of the commons. Our approach allows group output to be any arbitrarily concave, differentiable function of total inputs and for individual exploiters of the resource to have any arbitrary convex, differentiable cost of supplying inputs. We show that observed ...
